I have nothing against people in wheelchairs. But sometimes they will ride them at a high rate of speed in a store. My question is if a person is run into and hurt by a guy going fast in the high speed wheelchair who is liable? The person in the wheelchair or the the store?

If someone hurts you – with a car, wheelchair, or fist – they are liable.

Being in a wheelchair doesn’t exactly excuse one from liability.

Also, do they have to wear helmets like motorcycles if the state where they are riding requires motorcyclist to?

Mobility scooters do not meet federal safety standards for road use, so helmets and other rules of the road would not apply.

If the scooter is medically necessary, they are considered a pedestrian.

That's interesting… I'm not sure exactly why that is happening, but my best guess is that it has something to do with some misfiring neurons or connections that grew back and attached to the wrong spots in your spinal cord. Perhaps, because of that, the sensation of food going down your throat and into your stomach is being mistaken for a temperature sensation.
